Position description

HII – Mission Technologies Division (HII-MTD) is currently seeking an experienced Program Manager for the DCSA contract providing analytic personnel, technology maturation, and innovative technology solutions to a variety of mission partners, including CCMDs, U.S. Armed Forces, and Intelligence Agencies. The PM will direct the overall program and individual project leads. The work involves interfacing with multiple customers and developing and managing plans across subcontractors. This is a flexible contract that is intended to provide technology and personnel to CONUS and OCONUS locations. The PM will be responsible for the cost, schedule and technical performance of the program. The PM can work remotely and will be supported by a full-service Program Management Office as well as a technical and operational team of key personnel.

Duties and Responsibilities

CI identifies threats to personnel, facilities, information, and technology resident in the cleared U.S. industrial base and is charged to identify threats targeting the federal government’s trusted workforce. In both instances, CI articulates those threats to stakeholders and action agencies for potential investigative or operational consideration. DCSA continually updates and aligns activities to detect, deter, and disrupt National Intelligence Priorities Framework (NIPF) actors targeting critical defense technologies and the federal government’s trusted workforce.

  • Conduct research and analysis in accordance established All-source ICDs and Standards.
  • Produce innovative, all-source Insider Threat-related products.
  • Analyze All Source Intelligence information to produce assessments, reports, articles, threat analyses, special studies etc., responsive to user needs, and complying with suspense dates for draft and final products.
  • Analyze and fuse reports from multiple intelligence sources (Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurement and Signatures Intelligence (MASINT), Open Source) to provide intelligence preparation of the battlespace, target development, and early warning of emerging threats.
  • Assist in the preparation and production of risk warning and situational awareness reports.
  • Partner with CI Sponsor to design, develop and deploy Target Analyst Division
  • Identification of adversarial entities targeting critical technologies resident in the National Industrial Security Program.
  • Develop comprehensive targeting packages for OGA action to deter, detect, exploit, neutralize, or disrupt adversarial entities.
  • Planning, organizing, resourcing, directing and executing of CI targeting efforts

  • Draft multi-disciplinary targeting products supporting key US National Security and Foreign Policy objectives and shape IC investigations, operations, collections and priorities
  • Perform digital network research (DNR) development to identify other methods of target communications, work with language analysts to analyze importance of selectors and tie them to target of interest
  • Provide management and oversight of all activities and serves as the primary interface and Point of Contact (POC) with the COR and the customer Technical Point of Contact (TPOC). Responsible for managing and overseeing the activities of all contractor personnel as well as subcontractor and teaming partners. Provide management, direction, administration, quality assurance, and leadership execution of this TO.
  • Provide/oversee the agile development of technologies, utilizing innovative concepts from academia and the DoD.
  • Oversee the development of technology application and training curricula and provide training support to: customer personnel; CCMDs and their conventional and special operations forces; North Atlantic Treaty Organization (NATO) and Coalition forces (through U.S. elements) when requested; CCMDs; Interagency partners; and other mission partners.
  • Provide operational and analytical support services in CONUS, the Combatant Command (CCMD) Area of Responsibility (AOR), and locations globally at all levels of Command.
  • Provide expertise and coordination, to operationalize and transition technologies from Research and Development (R&D) into full acquisition in a controlled and deliberate manner.

Qualifications and Experience

  • 10 years relevant progressive experience with Bachelors in related field; 8 years relevant progressive experience with Masters in related field; or 5 years relevant experience with PhD in related field.
  • Current Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Clearance:  Must possess and maintain a Top Secret (TS) clearance with access to SCI based on a Single Source Background Investigation (SSBI).
  • Experience managing projects with Status of Forces Agreement (SOFA) requirements, regulations, and processes, specifically for Germany, Southwest Asian countries, and various African countries.
  • Position primarily is tele-work with routine reporting to Government and HII offices in Fair Lakes, VA; Arlington, VA; and Dayton, OH as necessary.

Preferred: Bonus Points For… 

  • 8+ years relevant progressive experience with Master’s Degree in Technical field
  • Experience managing projects and/or programs with multiple OCONUS performance locations.
  • Experience with or in one or more of the following: Special Operations Forces, Strategic Capabilities Office, Cyber Technologies, Space Technologies, Kill Chain Analysis.
  • Familiarity with FEDSIM finance and program management processes
